H-ASIA December 31, 2011 CFP Big Dams in Asia, Africa and the Middle East: workshop Berlin; 3 June 2012 ********************************************************** From H_Announce Big Dams in Asia, Africa and the Middle East: workshop Location: Germany Call for Papers Date: 2012-02-03 Date Submitted: 2011-12-22 Announcement ID: 190727 Big Dams: Investigating their temporal and spatial politics in Africa, the Middle East and Asia Zentrum Moderner Orient, Berlin, June 1st 2012 This workshop, to be held at Zentrum Moderner Orient, Berlin on June 1st 2012, seeks to explore the spatial and temporal dimensions of big dam projects in Africa, Asia and the Middle East . Big dam building projects are often associated with the post-war high modernist moment, but they have never ceased to proliferate, particularly in the global South. Costs and benefits of these enormous projects are hotly contested. Hydro-electric dams have stood as symbols of human ingenuity, signs of progress, and imposing greeners of the desert (McCully 2001) and ?temples? of the modern nation-state, as Nehru put it for India. On the other hand, displaced populations, environmental activists, tax payers and creditors cast serious doubts on the justification and means of building large dams (Ghosh 2006; Roy 1998; Scudder 2005). As highly loaded symbols of state power and as sites which incorporate specific practices of ?governmentality?, dam building projects bring together actors, materialities and discourses from very different spatial scales: local activists and populations interact with national and regional governments, international organizations, or globally operating companies. They are also sites which focus representations of heterogeneous temporalities: notions such as progress, modernisation, development and securing future wellbeing are contrasted with the loss of ?traditional? ways of life, of ancient environmental balances, of cultural and archaeological traces of the past. With a view to a subsequent publication, we invite papers on empirical case studies from various disciplinary backgrounds that address any of the following questions: - Can we find typical patterns of cost-benefit analysis by different actors? Do these differ in any way from those relating to other large- scale modernisation projects, such as urban (re)building, highway construction, etc.? - What are the spatial scales of social belonging invoked in the contestations of dam building projects, e.g. ?small? and marginal communities having to sacrifice for the ?greater? (national or regional) good? - How are these discourses temporalized, how do they articulate ideas of ?modernisation?, ?progress?, ?backwardness? and ?tradition?? How do the different social actors deal with processes of erasure and submerging sites of past experiences and memories in the name of the future? And how do governments, citizens and corporate investors deal with historical successes or mistakes associated with dams? We invite abstracts of no more than 500 words by Friday 3rd February 2012, to be sent to the conference organizers at feaucroj@hu-berlin.de, langekat@rz.hu-berlin.de, katrin.bromber@rz.hu-berlin.de. Limited funding is available to help cover accommodation and travel expenses (please indicate where needed). Hackers target emails of UK's Gordon Brown: report (Reuters)

LONDON (Reuters) ? British police have found evidence that private investigators working for newspapers hacked into the email account of former Prime Minister Gordon Brown while he was finance minister, The Independent newspaper reported on Monday.

Hundreds of other people may have also had their emails intercepted, perhaps as many as were caught up in the phone hacking scandal at News International's now defunct News of the World tabloid, the paper said.

Detectives were looking at evidence from about 20 computers seized from private investigators, the newspaper reported.

The team at London's Scotland Yard police headquarters were looking into the possibility that several newspaper titles commissioned private detectives to access computers, The Independent said, citing an unnamed source.

The Brown emails under scrutiny dated from the time he was Britain's finance minister before he became prime minister in 2007. Former Labour advisor and lobbyist Derek Draper was also targeted, The Independent said.

The Metropolitan police would not comment on the report.

"We are not prepared to give a running commentary on this investigation," a spokesman said.

News International, the British newspaper arm of Rupert Murdoch's News Corporation, also declined to comment.

The group closed the News of the World in July 2011 after evidence emerged that investigators working for the title hacked into the mobile phone voicemails of celebrities, politicians and even murder victims.

It is the only newspaper that has admitted phone hacking, although some journalists and celebrities have said the practice was widespread in the tabloid press.

News International's titles were not singled out in the Independent's report on email hacking.

(AP) ? An arsonist swept through the Hollywood area under cover of darkness early Friday, torching vehicles whose flames ignited nearby houses, including one once occupied by Doors frontman Jim Morrison.

The four-hour onslaught started shortly after midnight and sent firefighters scrambling to douse fires in at least a dozen locations in Hollywood and the neighboring city of West Hollywood. In nearly every case, the fire started in a parked car. Authorities were preparing for possibly another round of fires, while searching for a suspect.

Dozens of people were rousted from their homes, power was disrupted in several neighborhoods and Los Angeles police were put on alert in the Hollywood area. One city firefighter was treated and released from a hospital after a fall from a ladder while battling one blaze. No other injuries were reported.

Authorities were interviewing witnesses and looking for any video footage that may have captured the person, or people, responsible for the spate of crimes. Investigators from four agencies met for a strategy session, while Los Angeles officials summoned investigators from the federal Bureau of Alcohol, Tobacco, Firearms and Explosives.

We will "be preparing for what may be coming tonight," said Los Angeles County fire Battalion Chief Tom Sullivan.

Fire officials couldn't say whether the rash of fires was the work of a copycat. There was a series of other arson fires early Thursday, also in Hollywood. Two people have been arrested and remain in custody for those blazes, officials said.

All of the fires on Friday were in a 2-square mile area and most were in densely populated neighborhoods.

One of the homes was in Laurel Canyon, where Morrison and his girlfriend once lived, neighbors said. The winding road was the inspiration for the Doors' hit "Love Street," and the house was listed for nearly $1.2 million earlier this year, according to real estate website Zillow.com.

Sandy Gendel, who owns a nearby restaurant, said he heard explosions from what he later determined were likely car tires. He saw flames 30 feet (9 meters) high coming from the deck of the former Morrison house and a gutted Mazda Miata.

"It was just like a towering inferno," Gendel said.

Jeff Dorman, who lives in the neighborhood, said he and his wife were awakened by noise in the street.

As he and his neighbors watched the firefight, he said they worried about embers floating toward their houses because they are so close together. They also were concerned about a firebug being loose in their neighborhood.

"One spark could have been a huge problem," Dorman said. "The fire department did a fantastic job."

City Councilman Tom LaBonge said the arsonist is mostly targeting underground parking in mid-century type apartments that have no security gates and putting some kind of incendiary device under cars.

"These are not trash can fires on street corners. We are just a second away from tragedy," he said.

Los Angeles Fire Department spokesman Jaime Moore said car fires spread to adjacent buildings in at least three cases, and investigators were looking for patterns that might link the blazes.

Hollywood is served by the Los Angeles city police and fire departments. Adjacent West Hollywood is a separately incorporated city served by the Los Angeles County fire and sheriff's departments.

Church Bombings Mar Christmas for Nigerian Christians

Jeremy Weber

Christmas Day was marred for Nigerian Christians after a series of church bombings killed at least 35 and wounded dozens more. In a suburb of Nigeria's capital, Abuja, more than 30 worshipers died at St. Theresa Catholic Church as they left Christmas mass.

Analysts largely agree that the bombings were an attempt by Boko Haram, a radical Islamist group in northern Nigeria, to stoke simmering tensions between Muslims and Christians, which evenly divide Africa's most populous nation of 160 million. Last year, dozens died in Christmas Eve bombings around Jos.

The Christian Association of Nigeria (CAN) warned that such attacks might provoke a "religious war."

"Enough is enough," said CAN secretary general Saidu Dogo. "We shall henceforth in the midst of these provocations and wanton destruction of innocent lives and property be compelled to make our own efforts and arrangements to protect the lives of innocent Christians and peace-loving citizens of this country."

CT reported on more Nigerian Christians abandoning the practice of "turning the other cheek" earlier this December, and has extensively covered Nigeria's long-standing religious conflict.

New York Times sends email to millions by mistake (Reuters)

(Reuters) ? Some 8 million people received emails from the New York Times on Wednesday offering a special discount if they would reconsider their decision to cancel their subscriptions.

The trouble is, the offer was supposed to go to only about 300 people who had decided to stop taking home delivery of the newspaper -- it was erroneously sent by a New York Times employee to more than 8 million people on an email marketing list.

The debacle lit up social media sites such as Twitter and Facebook, sparking concerns that hackers might have broken into the newspaper's computer network to send out spam.

A spokeswoman for the newspaper blamed human error, saying hackers were not involved and security was not at fault.

"An email was sent earlier today from The New York Times in error. This email should have been sent to a very small number of subscribers, but instead was sent to a vast distribution list made up of people who had previously provided their email address to The New York Times," the paper said in a statement.

The email offered a 50 percent reduced rate for 16 weeks on home delivery.
